The
Thirty-second Session of the Islamic Conference of Foreign
Ministers (Session
of Integration and
Development), held in
Sana 'a,
Republic of Yemen, from 28
to 30 Jumada AI-Uwla,
1426H (28-30 June, 2005),
Bearing in mind
the resolutions of the OIC and the recommendations of the
Ministerial Committee of Eight on the question of Muslims in
Southern Philippines;
Recalling
the Tripoli Agreement signed on 23 December 1976, under the
auspices of the OIC, between the Government of the Republic of
Philippines (GRP) and the Moro National Liberation Front (MNLF)
which the signatory parties agreed to consider as the basis for
a permanent, just and comprehensive political solution to the
question of Muslims in Southern Philippines within the framework
of the national sovereignty and territorial integrity of the
Republic of the Philippines;
Paying tribute
to the role of the Great Socialist People's Libyan Arab
Jamahiriya, under the wise leadership of H.E. Colonel
Moamar Gaddafi, in achieving the
Tripoli Agreement of 1976 and in hosting the first preliminary
talks in Tripoli from 3 to 4 October 1992 and the Unity and
Solidarity Meeting of the MNLF leaders on 6 April 2003;
Also paying
tribute to the role of the Government of the Republic of
Indonesia in facilitating the peace process culminating in the
signing of the Final Peace Agreement on 2 September 1996, and
expressing satisfaction for the efforts of the Ministerial
Committee of Eight in this regard;
Recalling
that in accordance with the two Memoranda of Understanding with
which the GRP and the MNLF concluded two rounds of preliminary
talks, held successively in Tripoli, Libyan Arab Jamahiriya on
3-4 October 1992 and in Cipanas,
Western Java, Republic of Indonesia on 14-16 April, 1993, the
two parties agreed to conduct official peace negotiations for
the full implementation of the letter and spirit of the 1976
Tripoli Agreement;
Recalling also
the results of the four rounds of formal peace talks held in
Jakarta, Indonesia, including the subsidiary mechanisms, between
the GRP and the MNLF, through facilities made available by the
OIC Committee of Eight;
Commending
the agreement reached by the participants in the Fourth Round of
Formal Peace Talks to reaffirm all the points of agreement of
the 1994, 1995 and 1996 Interim. Agreements and to include them
in the Final Agreement provided for in the 1976 Tripoli
Agreement;
Taking note
of the important developments recorded in implementing the 1996
Peace Agreement between the Government of Philippines and the
Moro National Liberation Front (MNLF), in accordance with the
terms of the said peace Agreement and the national laws of the
Republic of Philippines.
Taking further
note of the report of the Chairman of the Committee of Eight
to the 30th Islamic Conference of Foreign Ministers in Tehran,
Iran on 30 May 2003, in which some members of the Committee of
Eight request that the Committee continue to monitor the
implementation of Phase 2 of the 1996 Peace Agreement between
the GRP and the MNLF.
Taking into
account the report of the Chairman of the Committee of Eight
before the 10tti Summit of the OIC in
Putrajaya, on 16 October 2003 mentioning that the social
and economic developments which are elements of the Phase 2 of
the Peace Agreement are already in progress and the phase 1
consisting of military and political aspects of the Agreement
has been completed.
Reaffirming
resolution No.2/31-MM on the Question of Muslims in Southern
Philippines adopted by the 31 st
Islamic Conference of Foreign Ministers, in Istanbul, Republic
of Turkey, on 14-16 June which decided the completion of the
phase 1 of the 1996 Peace Agreement and the need for the
Committee of Eight to continue monitoring the implementation of
phase 2;
Encouraging
the GRP and the MNLF to continue their adherence to the
implementation of phase II of the 1996 Peace Agreement and their
efforts to accelerate the implementation of phase II of the 1996
Peace Agreement in bringing about the peace, justice and
prosperity in the Southern Philippines;
Having considered the report of the
Secretary General on the Question of Muslims in Southern
Philippines (Document No. ICFM/32-2005/MM/SG.REP
.2) ;
1.
Renews its support for the Peace Agreement between the
Government of the Republic of the Philippines and the Moro
National Liberation Front initiated on 30 August 1996 in
Ja}(arta
and officially signed on 2 September 1996 in Manila.
2.
Calls on both the Government of the Republic of the
Philippines and the Moro National Liberation Front to preserve
the gains achieved since the signing of the Peace Agreement and
fully implement the Agreement, particularly Articles 63, 65, 66,
in addition to Articles 69, 70, and 71, concerning the
representation of the autonomous zone in the Supreme and Appeals
Courts and in the Board of the Judicial Attorneys Council.

Urges the Member States, subsidiary organs, affiliated
and specialized institutions as well as charitable Islamic
organizations in the Member States to increase their medical,
humanitarian, economic, financial and technical assistance for
the development and rehabilitation of Southern Philippines
through the Autonomous Region of Muslim Mindanao (ARMM) in order
to accelerate the completion of the social and economic
development.

Commissions the Ministerial Committee of Eight and the
Secretary General to continue the necessary contacts with the
Government of the Philippines and the MNLF, for complete
implementation of the Peace Agreement and defining a time table
to finalize the implementation of all the articles of the Peace
Agreement of 1996.

Reaffirms the importance of implementing Articles 148 and
149 of the Peace Agreement on establishing an Islamic Banking
Division inside the Philippines Central Bank (BSP) in order to
finance and develop the autonomous zone in Mindanao until the
autonomous zone is granted the financial and administrative
independence stipulated by the Agreement.

Noting the report of the General Secretariat which regret
and concern preoccupations over environmental pollution
affecting 1.2 million Muslims living around the
Lanao Lake in the Mindanao region
because of non-adherence by the national electricity generating
station to environment protection standards, leading to water
pollution and the spread of poverty and disease within the local
population. The conference exhorts both parties of the Peace
Agreement redouble their efforts to solve this problem.

Requests the Secretary General to follow up the
implementation of this resolution and to submit a report thereon
to the Thirty-third Session of the Islamic Conference of Foreign
Ministers.
